About the role
This role provides strategic and operational leadership for all facilities, utilities, infrastructure, and site services supporting a complex manufacturing environment. It is accountable for the safe, reliable, compliant, and cost-effective operation of critical facility systems, including electrical power, gas, water, wastewater treatment, fire protection, and security.
What you'll do
- Provide strategic and operational leadership for facility infrastructure and utility systems.
- Lead, develop, and manage a multi-disciplinary facilities organization.
- Ensure compliance with regulatory requirements, safety standards, environmental regulations, and permit conditions.
- Oversee the operation, maintenance, and reliability of critical utility systems, including electrical, gas, water, wastewater, and fire protection systems.
- Develop and implement maintenance and asset management programs.
- Lead facility capital projects, including infrastructure upgrades, capacity expansion, and equipment installation.
- Manage facility operating and capital budgets.
- Direct security, landscaping, and other site services.
- Lead emergency response and business continuity efforts.
What you'll need
- Bachelor's degree in Chemical, Mechanical, Electrical Engineering, or a related discipline.
- 10+ years of experience in facilities, utilities, plant engineering, or manufacturing operations, including leadership responsibilities.
- Proven people leadership experience managing multidisciplinary teams in a manufacturing environment.
- Strong knowledge of facility and utility systems, including electrical distribution, HVAC, gas, water, wastewater, fire protection, and building management systems.
- Demonstrated experience driving operational excellence, regulatory compliance, and continuous improvement initiatives.
- Experience managing facility budgets, capital projects, contractors, and external service providers.
- Strong stakeholder management skills.
- Excellent communication, problem-solving, decision-making, and organizational skills.
- Proficient in English.

- Experience working with government agencies and regulatory authorities.
- Wastewater treatment plant and boiler operation experience.
- Security Supervisor Certificate (保安監督人) / Fire Safety Manager Certificate (防火管理人).
